The characters are co-opted to find out what has happened to two wizards of the Arcane Brotherhood in the nearby new city of Munich. They have to give their opinions on the cause of death of two wizards, the remaining two wizards are seeking the authority to declare war on a rival guild as they believe that it is they who have killed their friends.

The characters investigations leads them into the heart of the gypsy campground, dealing with the beggars guild and the thieves guild; however it is the Jews who have the most information for them and their world becomes more complicated as powerful forces of a supernatural nature appear to have been unleashed.
